Yes of course. We find that in so many places. Just to name a couple. 1.) “and forgive as trespasses as we forgive those who trespass against us…etc this is known as the Lords prayer. The general implication boils down to; “if we don’t He can’t”. That is not a good umbrella to live under. 2.) Ten Commandments; “Love thy neighbor as thyself”. That is not a suggestion, that is a Command from God to us thru Moses. Be encouraged if you have offended someone. If they are on the “out’s” with you my goodness you have nothing to lose. Go right ahead and ask both God & man to forgive you. Please remove you shackles.
